Your Highnesses, Your Excellencies,

Dear colleagues and friends,

Assalamu'alaikum warahmatullahi wabarakatuh. 

I thank Your Highnesses for your hospitality, for your steadfast support for the World Health Organization and global health, and for the opportunity to address you today. 

It’s a great pleasure to be back in Dubai. I was honoured to be here in December last year for COP28 – the first COP to include a day dedicated to health, and I thank the UAE for its leadership in giving health such a prominent place in the climate agenda. It was the first of its kind. Thank you, UAE, for being a pathfinder.

147 countries signed the COP28 UAE Declaration on Climate and Health, recognising that the climate crisis is a health crisis.

In particular, I thank the UAE for its support for the WHO Global Logistics Hub here in Dubai, which has become an essential part of WHO’s operational response to health emergencies around the world.

Last year, the hub distributed medical supplies for 50 million people in emergency situations in 81 countries, in every region of the world – Afghanistan, Chad, Fiji, Haiti, Papua New Guinea, Sri Lanka, Ukraine, Venezuela, Yemen and more.

Since the hub opened in 2015 in Dubai, it has expanded 7-fold, from 3000 to 20 000 square metres.

Indeed, the hub is currently playing a vital role in our response to several emergencies around the world, including the ongoing crisis in Gaza.

So far, we have delivered 447 metric tons of medical supplies to Gaza, but it’s a drop in the ocean of need, which continues to grow every day.

Only 15 out of 36 hospitals are still partially or minimally functional in Gaza.

Health workers are doing their best in impossible circumstances.

I am especially concerned by the recent attacks on Rafah, where the majority of Gaza’s population has fled from the destruction to the north.

WHO continues to call for safe access for humanitarian personnel and supplies;

We continue to call for hostages held by Hamas to be released;

And we continue to call for a ceasefire.

Excellencies,

On the 12th of February 2018 – exactly six years ago – I stood on this stage and said the world was not prepared for a pandemic, and expressed my concern at that time that a pandemic could happen anytime.

As you remember, less than two years later, in December 2019, the COVID-19 pandemic struck, and indeed, the world was not prepared.

Today I stand before you, in the aftermath of COVID-19,

With millions of people dead,

With social, economic and political shocks that reverberate to this day,

Although some progress has been made, like improvements in surveillance, the Pandemic Fund, building capacities in vaccine production and the periodic review we have started, still, the world is not prepared for a pandemic.

The cycle of panic and neglect is beginning to repeat.  [Really?  Let's see if the US stopped spending on pandemics and biodefense between outbreaks.  Hmm, it actually spent about 11 $Billion/year year in, year out, regardless of outbreaks.  And Europe is spending a ton to beef up its biosecurity systems despite the absence of any pandemic.  Where does Tedros get his “facts” from?—Nass]   

The painful lessons we learned are in danger of being forgotten as attention turns to the many other crises confronting our world.

But if we fail to learn those lessons, we will pay dearly next time. [Scaremongering.]

And there will be a next time. History teaches us that the next pandemic is a matter of when, not if. [History teaches there was only one significant pandemic in the 20th century. But in the 6 years that Tedros has been the D-G of the WHO, he declared 3!]

It may be caused by an influenza virus, or a new coronavirus, or it may be caused by a new pathogen we don’t even know about yet – what we call Disease X.

There’s been a lot of attention on Disease X recently, but in fact, it’s not a new thing. [Nor is it a real thing.]

We first used the term Disease X in 2018 – the same time as I spoke here at this World Governments Summit – as a placeholder for a disease we don’t even know about yet, but for which we can nonetheless prepare.

COVID-19 was a Disease X – a new pathogen causing a new disease.

But there will be another Disease X, or a Disease Y or a Disease Z.

And as things stand, the world remains unprepared for the next Disease X, and the next pandemic.

If it struck tomorrow, we would face many of the same problems we faced with COVID-19. [Funny how he NEVER tells us what those problems are and how his program will solve them…]

It’s for this reason that in December 2021, WHO’s Member States met in Geneva and agreed to develop an international agreement on pandemic preparedness and response – a legally-binding pact to work together to keep themselves and each other safe. [Need I say more?—Legally binding and WHO/Tedros gives the orders.]

Countries set themselves a deadline to complete the agreement in time for adoption at the World Health Assembly in May of this year.

That’s now just 15 weeks away.

However, there are currently two major obstacles to meeting that deadline.

The first is a group of issues on which countries have not yet reached consensus.

They’re making progress, but there are still areas of difference that need further negotiation between countries.

None of them are insurmountable. If countries listen to each other’s concerns, I am confident they can find common ground and a common approach.

The second major barrier is the litany of lies and conspiracy theories about the agreement:

That it’s a power grab by the World Health Organization;

That it will cede sovereignty to WHO;

That it will give WHO power to impose lockdowns or vaccine mandates on countries;

That it’s an “attack on freedom”;

That WHO will not allow people to travel;

And that WHO wants to control people’s lives. (Below is a screenshot of Article 18 of the current IHR—the recommendations listed become binding orders if the Amendments are adopted. Tedros lies by claiming the “agreement” does not include these orders. But they are located in the Amendments and they definitely would give WHO all these powers)

These are some of the lies that are being spread.

If they weren’t so dangerous, these lies would be funny.

But they put the health of the world’s people at risk. And that is no laughing matter. [What a sick joke.]

These claims are utterly, completely, categorically false. The pandemic agreement will not give WHO any power over any state or any individual, for that matter.

Anyone who says it will is either uninformed or lying.

But don’t take my word for it. The draft agreement is available on the WHO website for anyone who wants to read it. [Notice how he makes sure not to include the URL. So I will. https://apps.who.int/gb/inb/pdf_files/inb7/A_INB7_3-en.pdf ]

And anyone who does will not find a single sentence or a single word giving WHO any power over sovereign states. [Read my last substack post and laugh your *** off.]

You know, countries are even talking about sovereign AI, as we have seen in the previous panel, in the same way. Countries will keep their sovereignty.

That’s because it’s sovereign states themselves who are writing the agreement. Why would they agree to cede sovereignty to WHO? [Good question, and the answer is because many countries are controlled by the same power that is controlling Tedros and the WHO. You didn’t really think Biden or Trudeau or Rishy Sunak were “running” their countries, did you?]

We cannot allow this historic agreement, this milestone in global health, to be sabotaged by those who spread lies, either deliberately or unknowingly. [He meant headstone, the stone that sits on your grave. Or maybe he meant Blackstone.]

Let me be clear: WHO did not impose anything on anyone during the COVID-19 pandemic. Not lockdowns, not mask mandates, not vaccine mandates.

We don’t have the power to do that, we don’t want it, and we’re not trying to get it. [Pardon me, has Tedros read the treaty and amendments?]

Our job is to support governments with evidence-based guidance, advice and, when needed, supplies, to help them protect their people. [This is what the WHO has historically done, but if the treaty and amendments go through, they transform the WHO so that it will govern health, globally.]

But the decisions are theirs. And so is the pandemic agreement.

It has been written by countries, for countries, and will be implemented in countries in accordance with their own national laws. [Then why was the last draft of the treaty named the “Bureau Text” when Bureau referred to the WHO bureaucracy? Why does the BMGF have a seat at the negotiating table if the treaty cum agreement is only being written by countries? Why does the treaty draft require nations to pass laws they may not want, such as providing liability protection to the makers and distributors (including the WHO) of untested pandemic vaccines?]

In fact, WHO will not even be a party to the agreement. The parties are governments and governments alone. [Is this a joke? How can you not be a party when you get to give all the orders?]

Far from ceding sovereignty, the agreement actually affirms national sovereignty and national responsibility in its foundational principles. [Now you see why he didn’t provide the URL for the treaty or amendments. Indeed, the agreement is itself an exercise of sovereignty. [Spare me this confabulation.]

It’s about the commitments countries are making to keep themselves and each other safer from pandemics.

And it recognizes that they can only do that by working with each other. [The One Health approach. Doctors are no longer able to take care of patients by themselves—unless they are in a committee with veterinarians, plant pathologists, climatologists and ecologists and they diagnose and treat by majority vote there will be no medical care.]

Let me tell you what the agreement does say. It’s a set of commitments by countries to strengthen the world’s defences in several areas:

To strengthen prevention with a One Health approach;

The health and care workforce;

Research and development;

Access to vaccines and other products;

Sharing of information, technology, and biological samples;

And more.

Now I ask you: what is so problematic about those commitments?

Is there anyone who thinks countries should not cooperate?

Does anyone think countries should not share information? [Why should Guinea-Bissau have my medical records?]

Does anyone think some people are more deserving than others of access to vaccines and other tools? [Actually, your own amendments say that some people get treated first. Perhaps you should read the proposed IHR Article 2, which says that equitable access to treatments can be ignored when necessary.]

In our interconnected and interdependent world, countries can only keep themselves safe if they work with each other. [This was never true in the past—it is just a specious claim to support your globalist agenda.]

In that sense, the pandemic agreement is a commitment to national security. It’s in every country’s own national interest.

Because pathogens have no regard for the lines humans draw on maps, nor for the colour of our politics, the size of our economies or the strength of our military.

For everything that makes us different, we are one humanity, the same species, sharing the same DNA and the same planet.

We have no future but a common future. [Did I just see a Freudian slip?]

Common threats, then, demand a common response. [Agree, and that response should be: Get Stuffed!]

That’s why this pandemic agreement is so important.

Your Highnesses, Your Excellencies,

The COVID-19 pandemic inflicted huge losses on communities, countries, businesses and economies.

Those losses must not be in vain, and must not be repeated. [I remember this argument from the Vietnam war: all those poor boys must not have died in vain, so we have to keep fighting and more boys dying. DUH?]

It’s possible, or even likely, that we will face another pandemic in our lifetimes.

We can’t know how mild or severe it might be. But we can be ready.

Are we ready now? Not yet.

That’s why the pandemic agreement is mission-critical for humanity.

It’s a pact with the future, that we will not expose the generations who follow us to the same suffering that we endured. [No, their suffering will be multiplied—as slaves—if your lot gets its way. I don’t think we are going to let that happen.]

Had the agreement been in place before COVID-19, we would not have lost so much.

Now is the moment for leadership from the highest levels of government to deliver the pandemic agreement to the World Health Assembly in 15 weeks’ time.

Now is the time to say no to inequity;

No to lies and misinformation;

And yes to international cooperation;

Yes to equity;

And yes to solidarity. [How does this guy sleep at night pushing out all these lies and misdirection to effect a complete globalist takeover of the world’s resources and people?]

As the generation that lived through COVID-19, we have a collective responsibility to protect future generations from the suffering we endured. [The emotional blackmail doesn’t cut it any more. Getting jabbed with poison to save grandma only works once.]

May history record that we rose to that responsibility, and made the world a healthier, safer and fairer place.

WHO's Fooling Who? The one who gives the orders is the sovereign.

 

The the WHO lawyers are trying to play us, saying the nations are sovereign because they still make the laws. What the WHO omits saying is that under the Treaty and proposed IHR Amendments, nations will be forced to pass the laws that the WHO tell them to pass. Examples of this and other word games below.

First the treaty tells you that unhindered, timely access to information is a general principle. Then it adds the caveat that transparency means open access to “accurate” information.

Then a few pages later the treaty demands that nations perform “infodemic management”—which requires not only censorship, but also surveillance of everyone’s social media footprint, so the nation will know who and what to censor. This violates both the First and Fourth Amendments to the US Constitution.

Not only that, but the censorship should be performed with international collaboration—so all nations can target the same misinformatin spreaders and there will be nowhere to hide. Finally, they want to make sure you Trust the(ir) Science.

Below, the treaty is forced to admit that the so-called sovereignty that Tedros claims we will retain— the ability to pass laws—will in fact be subject to the orders of the WHO.

The WHO treaty draft requires that every nation pass laws to legalize Emergency Use Authorizations, so that unlicensed vaccines can be given to populations during a WHO-declared pandemic. You know, like a Monkeypox pandemic. There are no standards required and the WHO Director-General can declare any pandemic whenever he wants. Then the needles come out.

The WHO also demands that nations pass the laws needed to remove all liability from these untested and potentially deadly vaccines. Who’s sovereign now?

So you see, the WHO has just played a bunch of word games and they intended for us to be the suckers and go along, ignorant. So long as the Treaty and IHR Amendments still let nations make laws, the WHO insists on calling us sovereign. But the real sovereign is the one ordering that laws be passed. That’s the real power. Why would anyone give that up to the WHO, especially when its Director-General is a puppet for Bill Gates, is not a real doctor, and has been accused of withholding food and hiding 3 cholera epidemics to kill members of competing tribes in his native Ethiopia, when he was the #3 top official there? Do you really think he cares about your health during a pandemic?

So you can wait idly by as these treaties move ahead, or you can say ‘Hell No!’ and put on your big girl panties and decide you have finally had enough. Which will it be?

Do they really want to make animals equal to people? One Health wants to lower the status of humans.

What did the Lancet say last January about One Health? That non-human animals are of equal concern as humans.

“The reality is that One Health will be delivered in

countries, not by concordats between multilateral

organisations, but by taking a fundamentally different

approach to the natural world, one in which we are as

concerned about the welfare of non-human animals and

the environment as we are about humans. In its truest

sense, One Health is a call for ecological, not merely

health, equity.”

It is in the last paragraph below. Please reassure yourself that this is really what the WHO, Biden administration, EU, World Bank and all the other One Health scammers are planning for us. Hey, animals need equity too.


Tedros Talks with forked Tongue. Here's the evidence. Let's look at a few things he told Agence France Press and The Guardian. What does the draft treaty really say?

 

I have come to love making powerpoint slides, as they seem to convey ideas better than I can do in just words. You get the idea from the Guardian’s photo and text that Tedros is troubled. Will the treaty (aka agreement) (aka accord) pass?

The powers behind the WHO throne knew they could only win if they could outsmart us. And they had the ability to pay for the world’s finest sociopathic lawyers. They had to sneak the bad stuff past us.

  1. One way of doing that is to deny it exists.

  2. Another is to misrepresent what their proposed documents show.

  3. Yet another method is to include contradictory passages in the treaty, and refer back to one claim, without revealing that the opposite claim is also embedded in the treaty.

  4. Another method runs through everything the WHO does. Financial guru Max Keiser coined the perfect term for this: Complexification. Deliberately complicate things so they are very hard to unravel and understand. The two WHO documents are completely different, treated differently, yet have many overlapping provisions. It is extremely difficult to keep them straight in your head. And their use of language is deliberately confusing. Tedros routinely claims that one document does not say “X,” when it is the other document that says “X”.

Here is the Guardian article. Let’s look at some of the tricks pulled in just one article.

  1. Make it about the children, always. “Plans for a global pandemic preparedness agreement risk falling apart amid wrangling and disinformation, according to the chief of the World Health Organization, who has warned that future generations “may not forgive us”.

  2. Projection. Accuse the other side of doing what you are doing, i.e., spreading lies and disinformation.

  3. Conflate two very different things. “Tedros said all countries needed the capacity to detect and share pathogens presenting a risk, and timely access to tests, treatments and vaccines.” What he fails to admit is that the treaty and amendments want nations to go out and find potential pandemic pathogens (aka biological warfare agents) all the time, not just during pandemics, and give them to the WHO for wider distribution. This is code for proliferation of biological weapons. If nations actually went along with this plan, I can virtually guarantee hundreds of lab leaks and possibly deliberate biological attacks with these agents.

    Sharing biowarfare agents is very different than timely access to tests and treatments.

  4. Use code, and make it about the children. “He called for a “strong agreement that will help to protect our children and grandchildren from future pandemics”.’ The word strong in this coded context means enforceable. Nations will be obligated to obey the WHO. They must be accountable and compliant, according to the treaty draft.

  5. Lie outright, and when challenged, show the claim in the treaty that nations are to remain sovereign, and hide the parts of the treaty that show that nations must cede sovereignty to the WHO.

  6. Claim universal agreement with the treaty. “The WHO emergencies director, Michael Ryan, reminded countries how the pandemic “ripped apart our social, economic and political systems and became a multi-trillion dollar problem”.

    In the midst of major geopolitical conflicts, “this is one thing the world agrees on”, he said.”

What is sovereignty? The ability to rule yourself. If you allow someone else to rule you, in whole or part, you are ceding sovereignty over whatever it is they can command.

Let’s look at page 20 of the treaty for an example of how sovereignty is to be lost. The WHO requires nations to pass certain laws, using the word shall, which in legal language, in international treaties, means MUST.

Article 14 paragraph 1 tells nations they must expedite approvals (i.e., licenses) and authorizations (i.e., EUAs) of pandemic drugs and vaccines. Decoding this, it means nations need to find ways to get drugs and vaccines into their populations without going through full testing and licensing. In the US, an EUA can be issued without testing the product in even one experimental animal.

Article 14 paragraph 5 tells nations they must have laws and regulations in place to push pandemic drugs and vaccines out quickly.

Article 15 paragraph 1 tells nations they must “manage” liability for these hastily produced pandemic drugs and vaccines. Decoded, this means that manufacturers, WHO and government officials must be held harmless for injuries from the hastily made products that WHO will help produce.

Does it seem like nations are retaining control of the approval processes for pandemic products? Are they in control of the liability provisions? The WHO is telling them what they must do. Nations are expected to follow the WHO’s orders if they sign on to the treaty and/or amendments. However, because nations are told they themselves must pass such laws, the WHO claims the nations have retained sovereignty.

And WHO says so with its forked tongue in Article 3, paragraph 2:

Sovereignty – States have, in accordance with the Charter of the United Nations and the general principles of international law, the sovereign right to legislate and to implement legislation in pursuance of their health policies.

And by the way, the following is a list of possible recommended actions (Article 18) that comes from the International Health Regulations (IHR). The WHO’s Director-General will be able to issue orders for any of these measures to be applied anywhere in the world (as 196 countries are already parties to the IHR) once the IHR amendments become BINDING—if the amendments are passed in May 2024.

He could order vaccine passports, quarantines, lockdowns, mandate vaccines and/or “treatment,” close borders, impose contact tracing or require you to be swabbed or examined. Although Tedros claimed he would not have the power to impose vaccine mandates or lockdowns, you can verify for yourself that he would have precisely those powers, granted by the IHR, not the treaty.

Does Tedros speak with forked tongue?

Why is Davos so interested in Disease X? The global biosecurity agenda is critical for them to achieve the New World Order/Great Reset

They strung several very well constructed fairy tales together that, when believed, lead you to walk happily into their ovens and pay for the privilege. It's that simple.

Robert and Jill Malone wrote an excellent substack piece on what has been going on at Davos this week in a collaboration between the WHO and the WEF titled “Disease X and the Corrupt Lancet,” and they also discussed Disease X’s evil twin “One Health.”

The fact that the WEF and the WHO have become partners to terrify the world in order to get us back on track so we allow them to make our decisions for us, extract lots of our money and lead us along the yellow brick road to One World Government--well, it should tell you plenty.

Quoting from the Malones’ piece (in italics):

The big push from the WHO and the WEF is that “Disease X” will be zoonotic. That money to surveil every speck of land in the world is the path forward to stopping “Disease X”. What a coincidence that the brand new CIA/intelligence agency designated to run the National Counterproliferation and Biosecurity Center to surveil pathogens intends to do just that. And that this happens to be intended to run in parallel with the CIA mission to surveil the world for other (nefarious?) purposes.

According to the WHO, Disease X is all about One Health solutions. The World Health organization describes One Health as the following:

Government officials, researchers and workers across sectors at the local, national, regional and global levels should implement joint responses to health threats. This includes developing shared databases and surveillance across different sectors, and identifying new solutions that address the root causes and links between risks and impacts.

Basically One Health gives public health official total control and surveillance across AI, the internet, agriculture, climate change, public health, medical systems, ecological sites, urban and rural areas. It can encompass just about anything. It also values animal and plant life as equal to human life. The WHO goes on:

investigating the impact of human activity on the environment and wildlife habitats, and how this drives disease threats. Critical areas include food production and distribution, urbanization and infrastructure development, international travel and trade, activities that lead to biodiversity loss and climate change, and those that put increased pressure on the natural resource base – all of which can lead to the emergence of zoonotic diseases.

We have seen this playbook before…

The White House admits we don’t know how to prevent pandemics, so it will spend your money developing new technologies that so far have not worked, and it will be glad to share your medical records internationally in its tireless efforts to seek out pandemics:

Robert and Jill went on to establish that the medical journals that suppressed information on the origin of COVID and effective treatments were part of a financial matrix in which the WEF was centrally located.

Yesterday I interviewed James Howard Kunstler, who told me that basically the world is being run through racketeering by a criminal mafia that controls politicians around the world and others of importance. Is that true? I looked it up. Per Wikipedia, “Racketeering is a type of organized crime in which the persons set up a coercive, fraudulent, extortionary, or otherwise illegal coordinated scheme or operation to repeatedly or consistently collect a profit.” I think James used the right terminology. I am going to start using it myself.

I have explained my analysis for why the zoonotic theory of origin was absolutely critical for the world takeover scheme that was to succeed it. I hope these little power-point slides I made will make it very clear:

  1. It would help organize world politics around the idea of protecting people from pandemics, controlling the public through fear, yet again. Fear is the most effective motivator known.

  2. But in fact it would institutionalize and fund the creation of new lab-borne biowarfare agents that could be released (or leak) to cause future pandemics, as well as a massive new surveillance and control apparatus. What happened is that Daszak’s EcoHealth PREDICT program got internationalized, with every nation now instructed to do what Peter Daszak paid a few to do: go find potential Biowarfare agents and give them to the WHO, which will “share them globally.”

  1. It would institutionalize giving WEF participants a seat at the pandemic prevention table, especially in the drafting of the pandemic treaty, in addition to countries having a seat. Who are these “relevant stakeholders” and “non-state actors?”

  1. It was important to cover up the fact that this house of cards (otherwise known as pandemic preparedness) had already proved itself to be a terrible bust. The WHO’s hand-picked Independent panel was unable to hide that fact that nations that were designated the best prepared for a pandemic had the highest death rates during the critical first few months of the pandemic. Here is the panel and their report:

And here is what they were forced to write and the graph they could not suppress. Please expand it so you can appreciate what it shows. It graphs death rates (on a log scale to make the extremely high death rates in developed countries appear lower relative to those in less developed countries) against how well each country scored on the CDC’s favorite measure of pandemic preparedness, termed the Joint External Evaluation or JEE. It shows that the better prepared a nation was (the higher they scored on the JEE) the higher was their death rate. And the correlation was tight and highly reliable.

Comparable to how the CDC still pushes us to take the COVID kill shots, the CDC still touts the JEE as a valid measure of pandemic preparedness. Just don’t look at the graph. Ignore the man behind the curtain.

That graph alone should tell you that the whole concept of pandemic preparedness, pushed out by the WEF, WHO, CDC, EU, G20, World Bank and Biden administration is yet one more fraud designed to rob from us, control us and potentially kill us.
