Anthrax Letters and Pandemic Flu Fears Led to Legislation that Removed Citizen Protections for Vaccine Injuries; Anthrax Emergency Just Declared

The Public Readiness and Emergency Preparedness Act (PREPA), passed by the United States Congress and signed into law in December, 2005, is a controversial tort liability shield intended to protect vaccine manufacturers from financial risk in the event of a declared public health emergency. The Act does not specify any criteria for determining the existence of an emergency. PREPA removes the right to a jury trial for persons injured by a covered vaccine, unless a plaintiff can provide clear evidence of willful misconduct that resulted in death or serious physical injury. A notice was issued regarding Potential Eligibility for Compensation in December 2007, but it applies only to avian flu vaccine, and has not been funded.

CDC has asked its Advisory Committee on Immunization Practices to vote on recommending anthrax vaccine for civilian first responders (up to three million people) on October 22, 2008. The vaccine has only been used by the Defense Department in the past, under a mandatory and controversial program. DHHS announced another purchase of 14 million doses of anthrax vaccine on October 1, 2008, in addition to approximately 25 million doses already stockpiled.

DHHS issued a Declaration under the Public Readiness and Emergency Preparedness Act on October 1, 2008, declaring a public health emergency for anthrax. No discussion of why there is an emergency was provided. Not only did the declaration shield anthrax vaccine manufacturers and doctors who use the vaccine from liability for injuries that might arise: the declaration explicitly shielded "government program planners" who might recommend anthrax vaccine or other anthrax countermeasures.

  2. So as it stands now, they can:

    Use their anthrax against us to get us to use their vaccines, invade countries not involved and give up our civil liberties.

    Spend 7 years hounding innocent people.

    Get someone to commit suicide.

    Close the investigation.

    Smirk in front of the House and Senate Judiciary committees while they stonewall?

    And we can't do anything about it, unless we can prove it with hard evidence? Would that be like what the FBI won't let the Senate see?

  3. I've suggested for a different attack (causing the deaths of 3000 persons) that classification or other secrecy laws covering up the attack is unconstitutional. The attack was treasonous, and Treason is a crime defined in the Constitution. Knowingly or intentionally covering up the attack using classification laws would be treasonous -- giving the attackers aid and comfort.

    One might be able to use such a Constitutional argument to get around classification and all alleged executive privileges (except the 5th Amendment) to get evidence in the anthrax attacks as well.

    All that's required is someone's ability and will to act.

  5. The government wants you to believe vaccines are safe (and they know that no anthrax vaccine has been), yet at the same time they will not back it up with protection and compensation for vaccine injuries. Well it is just too obvious that the government knows the vaccines are not safe.

    So one of the goals of the Global idealists is to reduce world population. Vaccines are an easy way to introduce disease and death if even through an alleged "indirect" effect to large masses of people.

    The young people will not notice, but the older people will, that the generations who have received vaccines are not as muscular/strong as humans in earlier generations who did not. Look at all the guys with a lack of any real muscle to speak of. I am talking about naturally developing muscle, not that created by taking "supplemental" substances and steroids.
